Merged delay_solve and target_solve.

Both the delay calibration and split directions workflows use facetselfcal.py, but do so through different step files. The steps are similar enough that, in principle, they can be replaced by a single step file. This commit creates a facet_selfcal step file that can be used by both pipeline steps.
