Added `dp3_apply_delay.cwl`.

This MR addresses RAP-170.

This step takes an h5 solution file and applies it to the given measurement set. In practice, the solution file contains the gain solutions of steps/copyST_gains.cwl, while the measurement set is the concatenated output of the step phaseup_concatenate in workflows/phaseup-concat.cwl.
