Add ResourceRequirement for demanding steps (RAP-126)

We aim for a smoother management of resources allocated to LINC with the addition of the ResourceRequirement functionality, i.e., for demanding steps like DP3, aoflagger, and wsclean less amount of jobs are launched in parallel.
