Implementing the class LwaElementResponse. Additionally, LwaElementResponse is compiled into libeverybeam, not as a separate library.

Commenting one of the tests in file EveryBeam/cpp/test/CMakeLists.txt. It fails because it does not find a file. The file does not exist, indeed. Additionally, the test is for LOBES, not LWA.
