AST-1249 Handle original flags and weights in DDECal (!996) · Merge requests · ResearchAndDevelopment / DP3

Store original flags in DDECal instead of in SolutionInterval.
Process flags in AssignAndWeight instead of in doPrepare. This change avoids storing original weights completely.

This MR paves the way for !997 (merged), which completely removes SolutionInterval.
