AST-1177 Remove unused UVWFlagger and DataResultStep from GainCal/DDECal

While adjusting GainCal so it processes unique DPBuffers, I found that the UVWFlagger substep and the corresponding ResultStep are not used at all in GainCal and DDECal. We can therefore easily speed up DDECal and GainCal by removing this substep.
