Increase tolerance of spectral index

Tammo Jan Dijkema requested to merge spectral_index_tolerance into master

Team Rapthor encountered a valid skymodel with spectral indices of +2365.94 and -1010.63287354. These were the output of WSClean, thus in the 'polynomial spectral index' mode. Increasing this tolerance by a factor 100 should be fine (estimate by David Rafferty).
