Ast 1143 remove constraints

Tammo Jan Dijkema requested to merge ast-1143-remove-constraints into master

This removes two unused constraints. PhaseOnlyConstraint is replaced by SolverBase->SetPhaseOnly. DiagonalConstraint was not used at all anymore. AmplitudeOnlyConstraint still seems to be used.
