AST-1040 Add Python binary wheel support

  • Add install scripts, copied from Radler and AOFlagger.
  • Install both single and double precision FFTW3.
  • Install Lua for AOFlagger.
  • Add AOFlagger install scripts, with many patches.
  • Add EveryBeam install script.
