AST-1005 / AST-1093 Remove InputStep from DDEcal and Split

Remove the InputStep from DDECal, thus also from MakeMainSteps, and thus also from Split. (Address the circular dependency between DDECal/Split and MakeMainSteps.)

Clean up the static MakeSingleStep, since it now only created an output step.
