AST-1066 Move SelectStationIndices

Maik Nijhuis requested to merge ast-1066-move-select-station-indices into master

Since SelectStationIndices is a generic function related to Telescopes, move it from InputStep to Telescope.cc.

Also move the related test from tMSReader.cc to a new tTelescope.cc file.
