Make sure that a moving phase centre can be phase rotated

Andre Offringa requested to merge update-phase-centre-ref-code into master

Because the FIELD table is literally copied from the old MS when writing a new MS, its phase_ref reference frame would still be set to AZELGEO. Writing a J2000 direction there without resetting the frame leads to a crash.
