AST-542 fix doxygen main page

Doxygen was configured to use 'README.md' as the index page. It found two README.md's: one in the DP3 root and one in external/schaapcommon. It used the latter. This fixes it by using an absolute url. Note that this requires doxygen 1.8.6, while CentOS-7 ships with 1.8.5. On the old (ancient) doxygen this leads to an empty doxygen index page.
