Implement a frequency and distance varying smoothing size

This adds the new parset keyword smoothnessreffrequency and smoothnessrefdistance to the ddecal step. When non-zero, the kernel size is corrected for frequency and distance from centre, respectively. When zero (default), the kernel size is held constant over frequency/distance.
