Multiproject pipeline

Triggers the schaap-stack pipeline during merge request events. Unfortunately, this triggers duplicate pipelines when commits are pushed to a branch for which a merge request is open. See also https://gitlab.com/gitlab-org/gitlab/-/issues/201845

@l.krombeen you might want to check whether the "SKA pipeline" still runs correctly.
