AST-1638 Prepare BDAExpander for BdaBuffer changes

• Simplify using pointers in BdaBuffer::Row, so we can easily switch to using offsets.
• Update many deprecated info() calls.
• Rename BDAExpander to BdaExpander.
• Many other simplifications.
