AST-1579 Fix pages and ci metrics jobs

  • Fix the pages job at the SKAO mirror of DP3.
  • Use the SKAO standard finaliser template job for creating badges using CI metrics.
  • Add a 'collect-metrics' job which prepares the files for the finaliser job.
  • Use 4 parallel compile jobs, since we experience killed compilers / hung job when using an unlimited number of compile jobs.

!1291 (merged) is a follow-up MR, which simplifies DP3 CI by reducing the amount of jobs.
