Allow disabling the BDA averager

Andre Offringa requested to merge allow-disabled-bda-averager into master

While it may look weird to have a BDA averager and then turn it off, it can simplify pipelines (Rapthor particularly) if a BDA step can be given that's turned off, as then the parset changes less when the user turns it on/off.
