RAP-555: Enable visibility prediction on coarser frequency grid in clipper step

This MR implements a speed improvement for the Clipper step by allowing the user to predict the visibility for a limited number of frequency channels. The visibilities for the missing channels are then copied in before the predicted values are compared to the input data.
