AST-1473 Remove IDG headers when building without IDG

Maik Nijhuis requested to merge remove-idg-headers into master

The build-wheel jobs don't run anymore since DP3 always uses an IDG header, even if IDG is not installed.

This MR updates the build-no-idg job so it captures these errors and removes all unconditional IDG header includes.
