Update delays for A6, A12 and add delays for A24

Mattia Mancini requested to merge update_cable_delay into master

In this merge request the station cable delays are updated for AARTFAAC6, and 12. In addition the station delay for AARTFAAC24 are added.

The delay are taken from the rtcp parset file as in the LOFAR correlator (COBALT). And are updated to the merge request date.
