Added LOFAR_TOPOCENTRIC_FREQUENCY_CORRECTION_APPLIED field (doppler correction)

Added LOFAR_TOPOCENTRIC_FREQUENCY_CORRECTION_APPLIED field to SPECTRAL_WINDOW table to describe "doppler correction" as applied by COBALT.
