TMSS-1138: Add target to COBALT TAB specification, have COBALT provide the TAB and SAP targets in the feedback, and parse this feedback in TMSS. Also, write the new TAB targets into the HDF5 metadata

WARNING:

  • Depends on !262 (merged)
  • If TMSS is rolled out with this, COBALT must have been rolled out as well.
  • Rollout TMSS, COBALT and OutputProc.
