Resolve TMSS-493

TMSS-493 into master

Shuffled around the build "targets" in the gitlab pipeline: It now follows the Subsystems "targets" SCU and LTAIngest and MCU_MAC. Fixed the blinking tests, and made them faster so we get less timeouts. Ran the tests on my system under load, works.

The gitlab build pipeline as a whole seems much more stable and faster.
