Resolve Aleksander's issues

  • Remove jaxlib pinning (should match jax at all times, pinning down 1 major version does not help and is no longer needed after we removing nptying). jaxlib is not imported, but is a requirement for the jax runtime.
  • Drop dask requirement; doesn't appear to have ever been used in the repo. Was added by Corne during the template adoption, test suite still passes without it.
