URI scheme for data in the Rucio DataLake

A simple URI scheme to refer to a data item in the DataLake that can be used to pass references to asynchronous tasks being developed in #109 (closed).

Straw man proposal : rucio://escape.eu/<domain>/<object>

I have contacted WP2 about this but they don't have a solution. Their software assumes everything is in the EU DataLake, so they don't need a way to refer to it from outside.
