SCOOP-122 DP3 (5.4) fix

This MR fixed some issues installing DP3 on several machines:

  • Force git dependency for certain packages.
  • Force cfitsio and hdf5 upper version.

NOTE: spack v0.19.x still has issues with the Python Interpreter spack v0.18.x works fine with DP3 and WSClean A stable GCC compiler is 9.4.0.
