Support newer spack versions

We noticed issues in installing specific packages such as WSClean and DP3 while using spack > 0.18.1. We should fix the following:

• find out the python installation issue with the above mentioned packages with newer version of spack.
• we had to comment out the maintainers option for the casacore package because the option has been changed in newer spack versions. This should be fixed
