Add two new keys to parset

Marcel Loose requested to merge RAP-941_add-parset-keys into RAP-448_use-local-scratch-whenever-possible

Added two new keys to the parset, both to the [cluster] section: local_scratch_dir and global_scratch_dir. This MR only adds these two extra keys: to the default parset, to the documentation, and to the tests. These keys are not yet used by the software. That will be part of another MR.

This MR is part of RAP-448.
