Fix CI/CD pipeline

For now, use specific versions for some packages, instead of HEAD of the default branch. For this to work, some fixes were needed to the Dockerfile that is being used to build the Rapthor docker image.

TODO: Update the Dockerfile so that we can use HEAD of the default branch again for all packages.
