Add option to set WSClean's rms strength

This MR adds the option local_rms_strength that allows the user to set the corresponding WSClean parameter (-local-rms-strength).

The defaults for the WSClean options deconvolution_threads and parallel_gridding_threads were also adjusted based on the results of recent runs.
