Place the Rapthor documentation on readthedocs.io

  • Removed the deploy-doc step that deploys to dop810
  • Created a web hook that sends a push event to readthedocs
  • Created a .readthedocs.yaml configuration file, and a docs/requirements.txt file
  • Updated the docs/source/conf.py file
