Add option to parset to specify facet layout

This MR adds an option to the parset to allow the user to specify the facet layout (see RAP-625). Both the calibration patches and imaging facets are set to the supplied layout. The facet layout does not change with selfcal calibration cycle (unlike the default behavior, where it can change as, e.g., the calibrator target flux set in the strategy changes).
