RAP-918 Add step to calculate the apparent flux of the brightest sources

This MR adds a step to calculate the apparent flux of the brightest sources in a provided skymodel or catalogue like TGSS. This functionality will be used to determine the optimal Dysco compression settings. However, since we do not have a heuristic yet, we -- for now -- just add the script and CommandLineTool and integrate it into the pipeline workflow in a future MR.
