Add aartfaacflagger

This is an antenna flagger based on https://github.com/transientskp/A12_pipeline/blob/master/pyscripts/calc_antflags.py. In its current form, it produces a list of stations to be flagged. In a later stage, it should/could be integrated into aartfaac2ms.
