AST-1509 fix polarization orientation in gridded response

This MR fixes the polarization frame for the phased array gridded response. This MR is incomplete because:

  • the fix is not applied to other gridded response types than phased array, so the behavior is not consistent
  • Some code from Station.cc is duplicated in cpp/griddedresponse/phasedarraygrid.cc
