AST-1540 Merge baseline selection code

Maik Nijhuis requested to merge ast-1540-move-baseline-selection into master

Put all base line selection code in base/BaselineSelection.cc and remove common/BaselineSelect.cc.

Use an RAII object for temporarily overriding a casacore error handler.
