COB-165: Implement re-pointing of individual beamformer pipelines

This merge includes adding specification of re-pointings to TABs through the parset. A new test for the parset. Storing of re-pointings in ObservationSettings::beamFormer::TAB and propagation to delay calculation. A new delay test for this use case is included as well. Storing the output for re-pointings will be done in COB-176. There is still some verbose logging information enabled, I will clean this up when I'm done with COB-176.
