COB-85: Some miscellaneous updates

  • Add missing copyright headers to KernelParameters
  • Update pipeline-buffers.txt
  • Fix indentation in BeamFormerCoherentStep
  • Add missing calls to SubbandProc::synchronize()
  • Add missing synchronization for devE reuse

The last two points actually never showed up as problems during testing, but it is probably better to have these 'fixes' anyway.
