TMSS-671: refactoring: made Scheduler class which runs the scheduling loop which can be interrupted by triggering a new scheduling action. Moved fixed-time scheduling into this class, and made it interruptable. ToDo: refactor dynamic scheduling methods and move them into this Scheduler class.
