Modify IDA compute resource/facility page to show resources based on what software tool has been selected

We need to associate the metadata with the registered compute facilities, and only show facilities (resources) that are able to deploy the workflow/software tool that has been selected.

For examplet, if a Notebook workflow has been selected, show available BinderHub/Jupyter facilities
