Document the high-level ESAP execution metadata concept

Provide documentation that describes the expected usage of metadata to describe software execution in metadata. This includes both the schema of the metadata itself (for which e.g. a reference to the execution planner note would be fine), but also expected usage: who is responsible for creating the metadata? Where should they store it? To what (if anything) do we fall back if metadata is unavailable? Etc.
