Make PICAS API version selection more flexible

PicasApiVersion can be specified in the json file, but GRID_LRT currently checksout with a hardcoded "v" prepended. Since it's a simple git checkout, removing this and instead just specifying "v0.5" in the json files allows greater flexibility.
