Add initial cwl workflow and cwl tool description

Initial full version of the workflow (without CI/CD) that works in CEP4 environment (MVP). Currently requires both .h5 and .raw files to be defined in the test .json file. However, TMSS returns only the list of .h5 files in its pipeline parset, so workflow would need to be updated to create the input list of .raw files for digitize based on a given list of .h5 files.
