No resource requirement for dp3_phaseup

In the delay calibration workflow steps/dp3_phaseup.cwl is run to phase shift the 2 MHz chunks to the delay calibrator. The step takes a max_dp3_threads parameter to set DP3's threads, but has no corresponding ResourceRequirement in the step file.
